Is it reasonable to replace a typical old flourescent ceiling fixture with low voltage halogen track lights (6 total spots with 20 watt bulbs) and have sufficient lighting in an office with no natural lighting? The room is roughly 12x12.

Track lighting can be used in many different lighting applications, however since you are planning to use it in a office where there is no natural lighting available I would strongly suggest using at least 50-watt halogen lamps. 20-watt lamps would not provide enough light.
