You were definitely on the right track - all three of the fixtures you mentioned would work very well!
We do have some very thin surface-mount under cabinet lights (15/16 inches thick), but you're right: with that small of a gap, you're probably going to want to go with recessed.
Xenon will be an excellent choice for you because it is fully dimmable and the light is warm. (Since xenon is a type of incandescent lamp, the light output is very similar).
Considering how small your space is with the panel, I would go with the Xenon Low Voltage Ultra-Slim Lights. These are our lowest-profile recessed lights.
The advantage with these over our Xenon Low Voltage Puck Lights is that you will not need to drill as much through the panel surface. These two products both "hang down" about the same amount (they differ by just 1/16 of an inch) - but the Xenon Low Voltage Ultra-Slim Lights are thinner as a whole so that installation will be just a bit easier.
